What is ENCODING UTF-8?

UTf stands for Unicode Transformation Format. Encoding can be as compact as ASCII and it is a character encoding. It may also include unicode characters. It uses an 8 bit blocks which illustrates that its a character and that is what the '8'shows us. UTF-8 is compatible with nul-terminated strings.
